As Director of Procurement and Contracting in Palm Springs, CA, Hal was instrumental in the acquisition and installation of one of the earliest reliable and successful earthquake early warning systems in the US. Palm Springs is located on the San Andreas Fault in Southern California. He was a White Houseinvited attendee atThe Earthquake Resilience Summit on February 2, 2016 in Washington, DC and has numerous presentations on earthquake early warning development at various conferences including IBM, CPO Rising and California Association of Public Procurement Officials (CAPPO). Hal served on the CALIFORNIA EARTHQUAKE EARLY WARNING SYSTEM (CEEWS) MANAGEMENT COMMITTEE convened by Gov Brown and CalOES.
