Thomas is the Manager of Civil Structural Engineering for the Power System at Los Angeles Department of Water and Power. From 2013 through 2019, he has managed LADWP's development, construction, and commissioning of large utility-scale grid-connected solar renewable electric generation, including the electrical transmission, collection/distribution infrastructure and energy storage projects necessary to deliver renewable energy to the City of Los Angeles. Thomas is a licensed professional engineer in California and Washington, and holds a California structural engineer license. Thomas has broad experience in electric utility structures and systems, utility-scale solar power systems, and network systems engineer experience in information technology (Internet and Web). In addition to utility experience, Thomas is an experienced structural engineer in commercial, industrial, and residential construction. Thomas has worked with industry and local government to help develop renewable energy policies, regulations, technologies, and implementation. Thomas has over three decades of professional experience which includes as a design engineer, project manager, construction site manager, renewable energy program manager, solar power specialist, enterprise information technology engineer, and in engineering management.
