David Drake is Director and one of the founders of SmartCover Systems. SmartCover Systems is a leading provider of real time, satellite-based monitoring systems for risk and cost reduction in public water agencies.

Mr. Drake is a Director of the Rincon del Diablo Municipal Water District in Escondido, CA. Mr. Drake currently serves as Rincon Water's Board Treasurer and on the Emergency Response, Audit and Ad Hoc committees. Mr. Drake is Rincon Water’s representative to the ACWA Joint Powers Insurance Authority. In May of 2015 he was elected to serve on the Executive Committee of the JPIA, the largest insurer of water agencies in California

Mr. Drake has served in engineering and management roles since 1974. He was a Member of the Technical Staff at JPL, Manager of Engineering at Oak Industries, Software Manager at Digital Equipment Corporation, CIO and VP at Mitchell International, and Internet Service Architect at SAIC. He holds twelve US and seven foreign patents. He won a First Place Design Award from the Electrical Engineering Times. He is active in the AWWA, IEEE and the AAAS. He served as the City of Escondido's representative to the San Diego County Water Authority. He graduated from Caltech in Electrical Engineering and is a Life Member of the Caltech Alumni Association. He received his MSEE from USC.

He is the former President of the FBI InfraGard Chapter in San Diego and is a graduate of the US Justice Department’s Citizen’s Academy.

He is an elected Alternate San Diego County Local Area Formation Commissioner
